Perry Nuclear Power Plant Confirmation of Telephone Report of a Prior Notice of the Need for a Bypass per Part II, Section 11.B, NPDES Permit, No. 31B00016*ID The Ohio-Environmental Protection.AgencY (OEPA) Northeast District Office was called. at 0820-hours on 5/15/08.. Mrs. Liz Ryan of the First Energy Nuclear Operating Compa~n-y spoke t0oMr. Mike Steverns of the OEPA. Mrs. Ryan explained that the Perry Plant is currently operating with a known leak in the.
Emergency Service Water (ESW) B loop. This leak would constitute a.bypass.
during the times that the loop is in operation and, being chlorinated. TheESW B leakage, is, about 0.3 gallons per minute when the loop is not running and 0.6 gallons per minute when the loop is running. A new split coupling to repair the leakage is on order with an 1 1to 12 week lead time. This system, has.not been chlorinated since the leak was identified as coming from ESW B loop., Testing of leakage water has shown no chlorine.
It was discussed that when the ESW B Loop is operating chlorination is performed for one hour per day. The next planned operation of ESW B. loop is duiring the week of May 19, 2008. In addition, the Perry Plant is, e quired tI.o backfill the currently exposed ESW B piping due to tornado. missile contingency plans.. Perry will revise its targeted free available chlorine (FAC) treatment band for the ESW B loop from 0.08 ppm to 0.3, ppm to a new band of 0.08 to.
0.2 ppm, as an attempt to ensure chlorine leaikage remains.belowour National-Pollutant-Discharge Elimination Systemn' (NPDES) permit limit. Attempts will be rmade to sample and collect leakage water. during chlorination to verify.there was, no. exceedance of our permit., However,.the pipe with the leakage is..
approximately 18 feet underground and based.dn low volume water leakage, it is likely that any chlorine in the water will dissipate on the property and there may be no water to sample or collect.
ANM.l Perry Nuclear Power Plant PY-CEI/OEPA-0489L Page 2 Mr. Stevens indicated that he understood the condition of ESW B and voiced no objection to operating the system in its current state, including the chlorination when running, provided that the repairs are ultimately performed, either at our Refuel Outage 12 (spring 2009) or during the next scheduled maintenance, which would accommodate this repair (fall 2008). He requested a follow-up letter explaining the problem and referencing this telephone discussion. Perry requested that the OEPA provide an acknowledgement response of this letter be sent back to the Perry Plant.
On May 20, 2008, a temporary repair to the leak was executed prior to backfilling.
This temporary repair resulted in significantly reducing the leakage to a drop every second or two (estimated at approximately 40 drops per minute).
