DIABLO CANYON POWER PLANT, UNIT NOS. 1 AND 2 - REQUEST FOR ADDITIONAL INFORMATION REGARDING PROPOSED TECHNICAL SPECIFICATION CHANGE TO RELOCATE SURVEILLANCE TEST INTERVALS TO A LICENSEE-CONTROLLED PROGRAM (RISK-INFORMED TECHNICAL SPECIFICATION INITIATIVE 5B) (TAC NO. MD6994 AND MD6995)

Dear Mr. Conway:

By letter dated October 15, 2007, Pacific Gas and Electric Company (the licensee) proposed technical specification (TS) changes for Diablo Canyon Power Plant, Unit Nos. 1 and 2. The proposed change would relocate the majority of surveillance frequencies to an owner-controlled document, subject to implementation of a Surveillance Frequency Control Program. The proposed change is an industry pilot of risk-informed TS initiative 5B.

The NRC staff has reviewed the October 15, 2007, amendment request and determined that we require additional information to complete our review. A request for additional information is enclosed. This request was discussed with Tom Grozan of your staff on June 3, 2008, and it was agreed that a response would be provided within 15 days of receipt of this letter.

The Nuclear Regulatory Commission (NRC) staff has reviewed the October 15, 2007, amendment request and determined that we require the following additional information to complete our review:

1. Section 3.0 of your request identified the requirement, imposed by the NRC staff in its safety evaluation for document Nuclear Energy Institute (NEI) 04-10 for the implementation of risk-informed TS initiative 5B, to submit documentation with regard to probabilistic risk assessment (PRA) technical adequacy per the requirements of Regulatory Guide (RG) 1.200, Section 4.2. Please provide this information.
2. Section 3.0 of your request identified the requirement, imposed by the NRC staff in its safety evaluation for document NEI 04-10 for the implementation of risk-informed TS initiative 5B, to submit documentation with regard to:

(a) the quality characteristics of PRA models for which NRC-endorsed standards do not exist, per the requirements of RG 1.200, Sections 1.2 and 1.3, and (b) the justification for the methods to be applied for assessing the risk contribution for those sources of risk not addressed by PRA models.

Please provide this information.
