RANCHO SECO BIENNIAL REPORT Shutdown Statistics

1. On June 7, 1989, Rancho Seco permanently ceased nuclear power operations.
2. On December 8, 1989, Rancho Seco staff completed de-fueling the nuclear reactor.
3. On March-17, 1992, the NRC amended the Rancho Seco 10 CFR Part 50 operating license to a Possession-Only license
4. On March 20, 1995, the NRC issued the Rancho Seco Decommissioning Order.

The Order authorized the decommissioning of Rancho .Seco and accepted the Rancho Seco decommissioning funding plan.

5. In March 1997, SMUD revised the Rancho Seco Decommissioning Plan to conform to the content requirements of the Post Shutdown Decommissioning Activities Report (PSDAR).-
6. On June 30, 2000, the NRC issued Material License No. SNM-2510 for the Rancho Seco Independent Spent Fuel Storage Installation (ISFSI), a 10 CFR Part 72 facility located adjacent to the Rancho Seco 10 CFR Part 50 nuclear facility.
7. On April 2, 2001, Rancho Seco staff began loading spent nuclear fuel stored in the Rancho Seco spent fuel pool into canisters for transfer to the ISFSI.
8. On August 21, 2002, Rancho Seco staff completed the transfer of all spent nuclear fuel from the Rancho Seco spent fuel pool to the ISFSI.
9. On April 12, 2006, Rancho Seco staff submitted the License Termination Plan (LTP) for the Rancho Seco Nuclear Generating Station (License DPR-54) and associated proposed license amendment No. 199.
10. On November 27, 2007, the NRC approved the LTP Summary of Shutdown Activities
1. SMUD currently stores all the Rancho Seco spent nuclear fuel in 21 canisters (20 canisters containing 24 fuel assemblies and one canister containing 13 fuel assemblies) at the Rancho Seco ISFSI.
2. Staff began performing final status surveys to support the partial termination of the 10 CFR Part 50 license.
3. The NRC, along with the Oak Ridge Institute for Science and Education (ORISE),

began performing independent radiation surveys to confirm the adequacy of the 3

RANCHO SECO BIENNIAL REPORT site final status survey results. These confirmatory surveys will continue throughout the final status survey process.

4. We transferred one canister of Greater than Class C (GTCC) waste to the ISFSI for storage. The GTCC waste consists primarily of reactor vessel internals.
5. The NRC issued a Request for Additional Information (RAI) on the LTP.
6. The NRC confirmed that there is no regulatory requirement to remove offsite residual radioactivity that may have occurred due to plant liquid effluent releases.

Liquid effluent releases from the plant were made in accordance with license and regulatory requirements.

7. The NRC and SMUD staff held a public meeting on the LTP.
8. Rancho Seco decommissioning and contractor personnel completed cutting up the Reactor Vessel. The pieces were placed in radioactive waste containers and shipped to Energy Solutions' Clive site for disposal.
9. Rancho Seco decommissioning and contractor personnel began the removal, packaging, transport, and disposal of approximately 36,000,000 pounds of radioactively contaminated concrete and steel, including the Polar Crane, from the Reactor Building leaving only the Reactor Building concrete shell and inner liner plate. The project is scheduled to be completed by June 2008.
10. Rancho Seco completed making any further discharges of radioactive liquids.
11. Approximately 1200 feet of buried pipe associated with the radioactive liquid effluent system (i.e., the piping between the liquid effluent holding tanks and the retention basins) were removed.
12. The retention basis were removed, backfilled, graded, and hydro-seeded for erosion control.
13. The NRC approved the Rancho Seco LTP and we began submitting final status survey reports to the NRC.
14. There was a small debris fire inside the reactor building. Onsite personnel extinguished the fire using equipment that was available onsite.
15. A Rancho Seco decommissioning subcontractor successfully used explosive demolition to fell the polar crane in the Reactor Building. The NRC was present when the detonation occurred.
16. Rancho Seco decommissioning is nearly completed. All of the above ground storage tanks and piping from the plant liquid effluefit system have been removed.

Reactor vessel segmentation and disposal is completed. The reactor building internal concrete and steel removal project continues. Approximately 81% of the 4

RANCHO SECO BIENNIAL REPORT estimated 36,000,000 pounds have been shipped to Energy Solutions' Clive disposal facility in Utah. We expect the concrete removal project to be completed in the second quarter 2008. Final status surveys are ongoing and are scheduled for completion in mid-2008.

Environmental Reports The Rancho Seco National Pollutant Discharge Elimination System (NPDES) permit was revised to add a requirement to sample for copper. Toxicity limits were also raised.

10 CFR 50.59(d)(1) and 10 CFR 72.48(d)(1) Safety Evaluation Summary The following is a summary of facility changes, tests, and experiments that required a documented evaluation pursuant to 10 CFR 50.59(d)(1) or 10 CFR 72.48(d)(1). None of the documents evaluated required NRC approval prior to implementation.

Chemistry Administrative Procedure CAP-0002, "Off-site Dose Calculation Manual (ODCM)," Revision 19, was implemented when we removed the retention basins, associated piping, and the effluent radiation monitor. Rancho Seco no longer makes radioactive effluent discharges.

Rancho Seco Administrative Procedure RSAP-0101, "Nuclear Organization, Responsibilities, and Authorities," Revision 31 was revised to reflect that the Rancho Seco plant manager reports directly to the Manager, Power Generation.

Emergency Plan, Revision 3 consisted of administrative changes that did not decrease the effectiveness of the plan.

Physical Protection Plan (PPP), Revision 4 incorporated the NRC Interim Compensatory Measures (ICMs) that SMUD had previously committed to.

Surveillance Procedure SP.950 "Weekly Liquid Holdup Tank 10 Curie Limit Surveillance" was voided because we no longer conduct liquid effluent releases.

The 10 CFR 50.59 evaluation identified the need to revise the RSQM to delete the 10 Curie limit in various water tanks.

Emergency Plan, Revision 4 reflects changes to the Offsite Dose Calculation Manual (ODCM) including the removal of liquid effluent radiation monitor R15017A. As discussed in the 10 CFR 50.54(q) evaluation, this revision did not decrease the effectiveness of the Emergency Plan.

DSAR Section 3.4 was revised through the 10 CFR 50.59 safety evaluation process to be able to operate the drum dryers in the Interim Onsite Storage Building (IOSB). The operation of drum dryers within the IOSB is not explicitly 5

RANCHO SECO BIENNIAL REPORT described within the DSAR. Accordingly, the 10 CFR 50.59 evaluation revised DSAR Section 3.4 to add the following sentence:

To support decommissioningactivities, the drum dryer(s) may be operated within the IOSB.

Decommissioning Survey Implementing Procedure DSIP-0120 "FSS Data Processing and Reporting," Revision 2 was revised to make form titles consistent with the LTP.

DSIP-0101 "FSS Package Design and Preparation," Revision 3 was revised to make form titles consistent with the LTP.

DSIP-0301 "Surface Soil ... Sampling and Preparation," Revision 2 was revised to clarify the process for collecting clay soil samples.
