Dear Mi-. Collins:
On October 19, 2007, Confirmatory Action Letter, CAL No. 1-07-005 (Reference I),
documented specific actions that Exelon was taking in response to the security officer inattentiveness issue at Peach Bottom Atomic Power Station (Peach Bottom). Some of these actions are referenced from a letter Exelon sent to the NRC on October 4, 2007 (Reference 2).
CAL No. 1-07-005 included a requirement that Exelon notify the NRC in writing, if for any reason, Exelon modifies orchanges the plan. The purpose of this letter is to inform you of such a change.
Pursuant to the Reference 2 letter, Exelon stated that SCWE surveys of the security organizations at the remaining Exelon Nuclear operating reactor sites, other than Peach Bottom, would be conducted. Subsequent to the issuance of the Reference 2 letter, Exelon announced that the security organizations would be transitioned from The Wackenhut Corporation to Exelon Nuclear Security. As a result, Exelon has determined that the appropriate time to administer the remaining site security organization SCWE surveys is after each sites transition to Exelon Nuclear Security. This is consistent with the timeframe that the SCWE survey was administered at Peach Bottom, and will provide more meaningful and comparable data. Thus, Exelon will administer these SCWE surveys within 45 days of each sites transition to Exelon Nuclear Security. The impact of deferring the conduct of the surveys was mitigated by completing the SCWE refresher training for all Exelon Nuclear operating reactor site security organizations, as committed to in the Reference 2 letter
