Dear Ms. Schaub:
We are writing on behalf of our shared constituents in the Towns of Carlton and Two Creeks, Wisconsin regarding their concerns about the storage of spent nuclear fuel in their communities.
The Towns of Carlton and Two Creeks have expressed concern about storing dry casks of spent nuclear fuel from the Kewaunee Nuclear Power Plant. Ideally, the towns would prefer that these casks are no longer stored within their jurisdiction, but they understand that this not an option at this time. They are frustrated that although each customer of the nuclear plant pays a surcharge to the Department of Energy for the removal of nuclear waste from these areas, no such removal has occurred. The towns feel the promises made concerning this removal as well as promises around local tax relief, spent nuclear fuel storage and citizen compensation were not honored, and they would like the Federal Government to remedy this problem.
In a meeting recently held at the Two Creeks Town Hall to discuss these concerns, the Town Chairs of Carlton and Two Creeks proposed a possible solution. Because the Department of Energy has not met its 1998 deadline for removing this waste, the Towns would like financial compensation for the Dry Cask Storage facility on the site of Kewaunee Nuclear Power Plant.
The towns have requested compensation in the amount of $250,000 per year to finance the storage facility and an additional $40,000 per year, for each cask stored in the facility, with the right to renegotiate these terms every five years, We would appreciate your review and investigation of the concerns expressed by our constituents. Any information that would assist us in responding to their request would be greatly appreciated.
