ASSESSMENT FOLLOWUP LETTER - RIVER BEND STATION

Dear Mr. Perito:

On May 7, 2008, the NRC staff completed a quarterly review of River Bend Station. The assessment evaluated the performance indicators and inspection results for the first quarter of calendar year 2008. The purpose of this letter is to inform you of your safety performance during this period and our plans for a future inspection at your facility.

Overall, River Bend operated in a manner that preserved the publics health and safety and fully met the cornerstone objectives. Plant performance for the most recent quarter of the assessment cycle was within the Regulatory Response Column of the NRCs Action Matrix based on the unplanned scrams per 7000 critical hours performance indicator crossing the threshold from Green to White. All inspection findings for the assessment period indicated performance at a level requiring no additional NRC oversight (Green).

On March 5, 2008, during a plant start up from refueling Outage 15, at approximately 70 percent power, the plant scrammed due to a main turbine electro-hydraulic control speed sensor circuit failure. As a result, we have assessed River Bend Station performance to be in the Regulatory Response column of the NRCs Action Matrix. Therefore we tentatively plan to conduct a supplemental inspection using Inspection Procedure 95001, Inspection for One or Two White Inputs In a Strategic Performance Area, during the week of June 23, 2008. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition and cause are identified, and the corrective actions are sufficient to prevent recurrence.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of the NRCs document system (ADAMS).
