Letter from W. Jefferson, Jr. (FPL) to U. S. Nuclear Regulatory Commission "Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors", Dated February 28, 2008 The purpose of this letter is to advise the Nuclear Regulatory Commission (NRC) that a worst case single failure analysis for Turkey Point Unit 4 has been completed, as requested under Topic 3.g of Reference 1, "Describe the single failure assumptions relevant to pump operation and sump performance." This analysis affirms that the emergency operating procedures for the recirculation phase of a loss of coolant accident address worst case single active failures for emergency core cooling flow, and assures that recirculation flow across the new sump strainers is bounded by testing. This analysis is available for NRC inspection, and per our commitment date in Reference 2, this information will be reported in our final Generic Letter 2004-02 response, currently scheduled for 90 days after restart from the current Turkey Point Unit 4 refueling outage.
