MILLSTONE POWER STATION, UNIT 2 - STARTUP TEST ACTIVITY REDUCTION REPORT (TAC NO. MD7395)

Dear Mr. Christian:

By letter dated April 4, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML071010150), Dominion Nuclear Connecticut Incorporated (DNC),

the licensee for the Millstone Power Station Unit 2 (MPS2), submitted the summary report regarding the first application of the Startup Test Activity Reduction (STAR) program for MPS2.

The STAR methodology has been reviewed and approved for application by the Nuclear Regulatory Commission (NRC) staff as documented by letter dated January 14, 2005, to Gordon Bischoff from Herbert Berkow (ADAMS Accession No. ML050180327). The NRC staff stipulated, as a condition of approval, that the first application to a plant should be documented and a report filed with the staff. The submitted report fulfills that condition for MPS2.

The NRC staff has reviewed the MPS2 STAR report and finds that it fulfilled the condition required for the application of the STAR methodology. Therefore, the startup test activity reduction may be applied at MPS2 in future reloads. This completes NRC staff activities associated with TAC No. MD7395.
