Entergy Nuclear Operations, Inc (ENO), is providing the Palisades Nuclear Plant (PNP)
Annual Nonradiological Environmental Operating Report for 2007. This report was prepared in accordance with the PNP Facility Operating License, Appendix B, section 5.4.1. The attached report describes the implementation of the Environmental Protection Plan from January I, 2007, through December 31, 2007.
Summary of Commitments This letter contains no new commitments and no revisions to existing commitments.

ENCLOSURE 1 2007 NONRADIOLOGICAL ENVIRONMENTAL OPERATING REPORT
1.0 BACKGROUND
Appendix B of the Facility Operating License for the Palisades Nuclear Plant (PNP) requires the submittal of an annual environmental operating report to the Nuclear Regulatory Commission (NRC), describing the implementation of the Environmental Protection Plan (EPP) during the previous year. The reporting period is January 1, 2007, through December 31, 2007.
The PNP operated for 7,427.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> and produced a net total of 7,050,995 MWe during 2007. This represents 82.7% of the net demonstrated capacity of the design electric rating of 805 MWe.
2.0 ENVIRONMENTAL IMPACT EVALUATIONS Several engineering change documents were evaluated per PNP Administrative Procedure 4.22, "Nonradiological Environmental Program," during 2007.
One modification, engineering change, EC 1061 7, "Augmented Cooling for Service Water System to Compensate for Absence of Containment Air Cooler VHX-4," was reviewed by Consumers Energy Environmental Department Air Quality.
A permit to install (PTI) application was submitted to the Michigan Department of Environmental Quality - Air Quality Division (MDEQ-AQ), for the installation of four diesel fired engine generators at the site.
The subsequent approval letter from MDEQ-AQ, dated June 28, 2007, acknowledged the modification to the site's General Permit to Install, No. 183-06.
There were no changes, tests, or experiments that involved an unreviewed environmental question and no projects that required EPP changes.
3.0 ADDITIONAL ACTVllTES AUTHORIZED UNDER NPDES The plant submitted a transfer of ownership notification to MDEQ on March 11, 2007, per the National Pollutant Discharge Elimination System (NPDES) permit requirements, prior to the sale of the plant from Consumers Energy Company to Entergy Corporation.
On April 30, 2007, the plant received from MDEQ a modified NPDES permit which reflected the ownership and name change from Consumers Energy to Entergy Nuclear Palisades, LLC. This change was considered a minor modification per Title 40 of the Code of Federal Regulations, Subpart 122.63, Minor Modifications of Permits. There were no changes to the permit terms and conditions.

4.0 UNUSUAL ENVIRONMENTAL EVENTS No unusual environmental events occurred during 2007.
5.0 ENVIRONMENTAL MONITORING Documentation of the effect of cooling tower operation on meteorological variables was required for two years following the conversion from the once-through cooling system to the cooling towers. Because the cooling towers have been in operation for 33 years, meteorological monitoring and other monitoring activities related to the cooling towers were not required during 2007.
Herbicides were not applied to the transmission line exit corridor in 2007. Bio-Sew Corp. D.B.A., Rose Pest Solutions treated other areas of the property for vegetative management during 2007. The application of herbicides are documented in Attachment 1.
6.0 NON-ROUTINE REPORTS During 2007, no non-routine reports were generated.
