OF TELEPHONE CONFERENCE CALL HELD ON MARCH 18, 2008, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENTERGY NUCLEAR OPERATIONS, INC., CONCERNING RESPONSE TO AUDIT ITEM RELATED TO THE INDIAN POINT NUCLEAR GENERATING UNIT NOS. 2 AND 3, LICENSE RENEWAL APPLICATIONBOLTED CONNECTIONS The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Nuclear Operations, Inc., (Entergy) held a telephone conference call on March 18, 2008. The purpose of the call was to discuss new information regarding thermography. This telephone conference was subsequent to a telephone conference held on February 8, 2008 (ADAMS Accession Number ML080420629). After the call on February 8, 2008, the staff determined that it may not be possible to perform thermography through an enclosure of an energized circuit.

During the call on March 18, 2008, the staff informed Entergy of this recent determination, but stated that the Division of Engineering has indicated that visual inspection alone cannot detect a degraded condition, and that visual inspection should be a supplement to thermography or contact resistance testing. Entergy reiterated its position that the opening of an enclosure to an energized circuit was against its policies and safety procedures, and that resistance testing cannot be done on some components because the portions required for the testing are inaccessible. Because the program requires a one-time inspection and sampling, Entergy would not disassemble components for a resistance test. As such, Entergy said that it would submit its response to audit item 63 as previously written, but at the request of the staff would include a listing of the types of components that would be subject to the relevant aging management program.
