Dear Mr. Stall:

By letters dated March 8, 2007, and March 12, 2008, Florida Power and Light Company (the licensee) submitted information pertaining to the 2006 steam generator tube inspections performed at Turkey Point Unit 4.

The Nuclear Regulatory Commission (NRC) staff has completed its review of these reports and concludes that the licensee provided the information required by its Technical Specifications and that no additional followup is required at this time. The NRC staffs review of the reports is enclosed.

OF THE U. S. NUCLEAR REGULATORY COMMISSION STAFFS REVIEW TURKEY POINT NUCLEAR GENERATING UNIT 4 2006 STEAM GENERATOR TUBE INSPECTIONS TAC NO. MD6875 DOCKET NO. 50-251 By letters dated March 8, 2007, and March 12, 2008, Florida Power and Light Company (the licensee) submitted information pertaining to the 2006 steam generator tube inspections performed at Turkey Point Unit 4 in accordance with the plants Technical Specifications (TSs).

Turkey Point Unit 4 has three Westinghouse Model 44F steam generators (SGs). The SGs have tubes that were hydraulically expanded into the tubesheet. The tubes are supported by Type 405 stainless steel tube support plates with broached quatrefoil holes. The Unit 4 SGs began operation in 1983, and have thermally treated Alloy 600 tubing.

The licensee provided the scope, extent, methods, and results of its SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (i.e., tube plugging or repair) taken in response to the inspection findings.

Based on its review of the reports submitted, the U.S. Nuclear Regulatory Commission (NRC) staff has the following observations and comments:

  • In order to rinse deposits from the upper bundle regions, a high volume bundle flush was performed in all three SGs. The bundle flush was followed by sludge lancing in all three steam generators. In addition, visual inspections of the upper tube bundle, tube supports, feed ring, and steam separation equipment were performed in SG 4B after the bundle flush.

The licensee indicated that such upper bundle inspections are completed in at least one SG on a rotating basis. These inspections continue to show very low deposit accumulation and that the tube support holes are free of blockage.

  • Six indications in six tubes were identified as having wear scars near the top of the tubesheet. One of the six indications was identified through the use of a Turbomix on the bobbin data. A rotating probe confirmed the bobbin indication as wear and the surrounding tubes were subsequently inspected with a rotating probe. These rotating probe inspections led to the detection of the five additional wear indications. The tubes surrounding each of the additional five indications were also inspected with a rotating probe, and no additional wear indications were identified. Rotating probe inspections of other indications reported from the Turbomix and locations where loose parts were reported by visual inspection did not identify any additional wear indications.

Based on a review of the information provided, the NRC staff concludes that the licensee provided the information required by its TSs. In addition, the NRC staff concludes that there are ENCLOSURE

no technical issues that warrant followup action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
