Dear Mr. Lickus:
The 2008 Point Beach Nuclear Power Plant Ingestion Pathway Radiological Emergency Preparedness Exercise is scheduled for December 9-10, 2008. This will be a full-scale, two-day plume and ingestion pathway exercise, with full participation from the State of Wisconsin, Manitowoc and Kewaunee Counties.
DHS FEMA V received a letter dated January 9, 2008, from the Administrator, Wisconsin Emergency Management, Mr. Johnnie L. Smith, requesting Federal participation during the exercise.
Mr. Smith stated in the letter that he feels that Federal Participation is a vital component of any response to a nuclear incident, and hrther emphasizes Wisconsins desire to exercise with the Federal Family during the upcoming Point Beach Exercise.
DHS FEMA Vs Administrator, Ed Buikema has committed to FEMA V supporting the States request, with current plans to activate and staff the Regions Multi-Agency staffed Emergency Response Team in the Regional Response Coordination Center (RRCC), and send Field Staff to play in areas such as the State EOC, and JIC.
In preparation for this REP exercise, DHS/FEMA Region V will be conducting training in conjunction with Regional Interagency Steering Committee (RISC) Meetings throughout the year, beginning with a REP 101 presentation scheduled for March 19, 2008, to familiarize members with the overall REP program. The second presentation, scheduled for June 1 1, 2008, allows Regional Assistance Committee (RAC) members an opportunity to brief RISC Members on their Agencies Radiological Response related duties in the event of a Nuclear Station Incident. In September 2008, a Tabletop Exercise will be conducted in the RRCC to familiarize attendees with RRCC operations in advance of their participation during the December Exercise.
In order to coordinate the Federal Familys involvement in the Point Beach Exercise, we will be setting up a conference call on the afternoon of March 19, 2008, at 2:OO p.m., for those not in attendance at the RISC Meeting to discuss participation in the Exercise, as well as discuss plans for conducting an Outreach Meeting, using the Tabletop Exercise format that worked so effectively during our heavy Ingestion Pathway Exercise schedule in 2006. I have asked NRC 111 for their assistance in coordinating the Outreach effort.
