SUBJECT:

STAFF REVIEW OF FLORIDA POWER AND LIGHT RESPONSE FOR ST. LUCIE NUCLEAR POWER REACTOR TO THE JUNE 15, 2006, SECURITY ORDERS ISSUED TO PROPOSED DRY STORAGE AT INDEPENDENT SPENT FUEL STORAGE INSTALLATIONS On February 22, 2008 and March 6, 2008, Florida Power and Light (FPL) submitted its responses to the June 15, 2006, Order imposing additional safeguards and security compensatory measures for spent fuel storage at Independent Spent Fuel Storage Installations (ISFSIs). Their responses concerned the St. Lucie Nuclear Power Reactor ISFSI which is now complete. They are tentatively scheduled to have their initial movement of spent fuel from Unit 1 on March 9, 2008. Our review was conducted in accordance with the performance objectives and general requirements of Title 10 of the Code of Federal Regulations Section 73.51 (10 CFR 73.51), and the issued Additional Security Measures (ASMs). Based on our review, we have determined that the FPL, St.

Lucie Nuclear Power Reactor Physical Security Plan has met the performance objectives and general requirements outlined in 10 CFR 73.51 and the ASMs. This will be verified by the conduct of on-site inspections.
