March 3, 2008 Mr. Bruce H. Hamilton Vice President McGuire Nuclear Station Duke Power Company LLC 12700 Hagers Ferry Road Huntersville, NC 28078
SUBJECT:
MCGUIRE NUCLEAR STATION, UNIT 2, WITHDRAWAL OF AN AMENDMENT REQUEST (TAC NO. MD7403)
Dear Mr. Hamilton:
By letter dated November 7, 2007, you applied for an amendment to the McGuire Nuclear Station, Unit 2 (McGuire 2), Facility Operating License No. NPF 17. The proposed change would have modified the facility technical specifications pertaining to the Unit 2 auxiliary feedwater (AFW) system A train to be declared inoperable for an additional 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
beyond the allowed 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
for piping modifications and testing of the Nuclear Service Water System (NSW). The evolution is scheduled to be performed within the allowed time (72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
) for one train of AFW to be inoperable. However, implementation and schedule uncertainty could lead to exceeding the allowed 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
for the AFW technical specification. Therefore, in an effort to avoid an unnecessary Unit 2 shutdown or submittal of a request for Enforcement Discretion, McGuire 2 requested a one-time limited duration TS change. Subsequently, by letter dated December 18, 2007, you withdrew the amendment request.
The Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to Facility Operating License with the Office of the Federal Register for publication.
Sincerely,
/RA/

The proposed amendment would have revised the Technical Specifications pertaining to the Unit 2 auxiliary feedwater (AFW) system A train to be declared inoperable for an additional 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
beyond the allowed 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
for piping modifications and testing of the Nuclear Service Water System (NSW). However, implementation and schedule uncertainty could lead to exceeding the allowed 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
for the AFW Technical Specification.
