SUMMARY

OF DAM SAFETY INSPECTION FOR THE SERVICE WATER RESERVOIR DAM AT THE NORTH ANNA POWER STATION, UNIT NOS. 1 AND 2

Dear Mr. Whalen:

On November 28, 2006, a routine safety inspection was conducted at Virginia Electric and Power Company=s (VEPCO) North Anna Power Station, Unit Nos. 1 and 2, Service Water Reservoir. The staff of the U.S. Nuclear Regulatory Commission (NRC) has received and evaluated the final report from its technical assistance contractor, the Federal Energy Regulatory Commission (FERC), related to this inspection. The inspection did not identify any conditions that represent a threat to the safety or the operation of the Service Water Reservoir.

The NRC staff concurs with the conclusions stated in the FERC report (Enclosure). Several items were identified and should be addressed by VEPCO. These are: 1) Prior to the next inspection, it should be stated whether each piezometer is sealed or an open well the depth of the piezometer and location of the sensing zone should also be provided; 2) The piezometric threshold values defined by Technical Requirements Manual (TRM) 3.7.10 should be reviewed to ensure they are within the acceptable limits as defined by the current revised stability analysis.

The information in the report is considered critical energy infrastructure information. Thus, the enclosure is considered sensitive security-related information, official use only, and is marked accordingly.
