Dear Mr. Leach:

The state of Michigan has completed a multi-year, multi-agency process of considering the prophylactic use of potassium iodide (KI) as a protective measure for the general public in the plume. exposure pathway Emergency Planning Zones (EPZ) of our three nuclear power plants.

The Michigan Department of Community Health, the lead public health agency in Michigan and the lead agency designated by the Michigan Emergency Management Plan for-potassium iodide policy for nuclear power plant emergencies, has concluded that the KI should be made available to the general public.

Accordingly, we are requesting a supply of KI in the 65 mg dose size for the 10 mile EPZs for Michigan's three power plants. The plants and their estimated populations (resident and transient) in the 1 0-mile Emergency Planning Zones are as follows:

1) Palisades Nuclear Plant, Covert Township, Michigan - 36,097 adults; 12,032 children
2) D.C. Cook Nuclear Plant, Bri'dgman, Michigan - 11J7,232 adults; 39,077 children
3) Fermni 2 Power Plant, Newport, Midhigan - 92,410 adults; 30,804 children The total estimated population, including residents and transients in the 1 0-mile EPZs for these plants is 327,652, including 245,739 adults and 81,913 children.

These estimates were derived from evacuation studies completed for each plant in the past three years and assume that children comprise 25% of the total population.
