SUMMARY

OF TELEPHONE CONFERENCE CALL HELD ON FEBRUARY 7, 2008, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENTERGY NUCLEAR OPERATIONS, INC., CONCERNING RESPONSES TO REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO THE INDIAN POINT NUCLEAR GENERATING UNIT NOS. 2 AND 3, LICENSE RENEWAL APPLICATIONCONTAINMENT COATINGS The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Nuclear Operations, Inc. (Entergy), held a telephone conference call on February 7, 2008, to obtain clarification on Entergys response to the staffs request for additional information (RAI) concerning the Indian Point Nuclear Generating Unit Nos. 2 and 3, license renewal application (LRA). By letter dated January 4, 2008, Entergy responded to RAI B.1.8-1. The staff requested clarification on the response. The response stated that, The condition of the protective coatings on metal surfaces at IP, other than the containment liner, is monitored by Structures Monitoring Program (SMP). The SMP governs monitoring the condition of structures or components of structures, including the condition of their protective coatings, as required by 10 CFR 50.65, the maintenance rule. However, LRA Section B.1.36 states, Since protective coatings are not relied upon to manage the effects of aging for structures included in the Structures Monitoring Program, the program does not address protective coating monitoring and maintenance. Entergy clarified that the monitoring of coatings is performed as part of its compliance with the Maintenance Rule, and will continue to be monitored as part of that effort.

However, since coatings are not relied upon for managing aging, the Structures Monitoring Aging Management Program does not monitor coatings. Entergy again stated that coatings will continue to be monitored as part of the Maintenance Rule.

The Enclosure provides a listing of the participants.

The applicant had an opportunity to comment on this summary.
