Dear Executive Director for Operations Luis A. Reyes:

Thank you for the Entergy/Indian Point backup power siren fine (to date). I think you should also make clear the daily amount they will continue to incur until the new siren system is declared operable and accepted by FEMA.

To emphasize the importance of prompt compliance with NRC orders, I believe there is more that can be done without imposing additional fines on the plant operator. First off, you should return all currently submitted license extension applications by all Entergy Corporation plants. Second, I believe it is time to request replacement of the Entergy CEO. Third, starting January 31, 2008, reduce the licensed power of both Indian Point Unit 2 and Indian Point Unit 3 by 10% every 7 days.

Finally, let me say that I would consider it admirable if the Entergy Corporation would voluntarily match every dollar of fine they pay to the US Government with another dollar paid to the 4 local counties.
