OF TELEPHONE CONFERENCE CALL HELD ON JANUARY 9, 2008, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION STAFF AND WOLF CREEK NUCLEAR OPERATING CORPORATION, RELATED TO THE STATUS OF SAFETY EVALUATION REPORT OPEN ITEMS AND ASSOCIATED COMMITMENTS FOR LICENSE RENEWAL APPLICATION The NRC staff and representatives of Wolf Creek Nuclear Operating Corporation (WCNOC) held a telephone conference call on January 9, 2008, to discuss the status of the SER open items and associated commitments for the Wolf Creek Generating Station Nuclear Power Plant license renewal application. The conference call provides an opportunity for clarification of open items as well as the status of commitments related to the open items. provides a listing of the participants, and Enclosure 2 contains a brief description of the conference call.

WOLF CREEK GENERATING STATION POWER PLANT LICENSE RENEWAL APPLICATION (Brief description of the conference call)

The U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Wolf Creek Nuclear Operating Corporation (WCNOC) held a telephone conference call on January 9, 2008, to discuss and clarify the status of the Safety Evaluation Report (SER) open items and associated commitments. Two of the open items are based on the commitments that the applicant will provide analyses by January 31, 2008, to address the staffs concerns on the adequacy of metal fatigue analyses for the LRA.

Discussion:

During the teleconference call, the staff provided the status of the open items. There are five open items. Two open items (OI 2.5-1 and 3.0.3.1.10-1) are related to Station Blackout. Three open items (OI 4.3-3, 4.3, and 4.3-1) are related to WCNOCs metal fatigue analysis. Of the three open items related to WCNOCs metal fatigue analysis, one may require an audit of assumptions and plant configurations listed in the basis documents (supporting the LRA) to demonstrate the adequacy of the metal fatigue analysis for license renewal. Two remaining open items related to WCNOCs metal fatigue analysis require additional analysis by the applicant, as a commitment, to be available by January 31, 2008.

The applicant inquired about the audit plan for the open item requiring auditing of the metal fatigue analysis assumptions and plant configurations.

The staff clarified that W LTR SAP 07-28 cited in the applicants response to the staffs concern about the adequacy of WCNOCs metal fatigue analysis contains two significant conclusions: (1) mechanical stress is much less than thermal induced stress and (2) usage factor for high-cycle effects was insignificant. The staff may verify and validate the input and assumptions used to develop these conclusions as a part of an audit prior to closure of the open item (scheduled for early 2008).

The applicant inquired about the background of Open Item 4.3-1 relative to the commitment to provide reanalysis by January 31, 2008. To clarify this item, the draft SER language has subsequently been changed to accurately reflect the source of the technical concern of this open item. Further dialog with the applicant for confirmation of clarification of this item is anticipated for the next conference call opportunity.
