Dear Mr. Conway:

The Nuclear Regulatory Commission staff has received your application dated December 14, 2007, requesting NRC approval of a proposed Emergency Plan that consolidates the existing Humboldt Bay Unit 3 Emergency Plan and the existing Humboldt Bay Independent Spent Fuel Storage Installation (ISFSI) Emergency Plan into a single plan. You are proposing to consolidate and revise the existing emergency plans to reflect the relocation of spent nuclear fuel assemblies and fuel fragment containers from the spent fuel pool to the ISFSI.

We have completed the initial processing, which is an administrative review, and have accepted your application for a more detailed technical review. The more detailed technical review may identify omissions in the submitted information or technical issues that require a request for additional information (RAI). If needed, these will be forwarded to you in the future. The staff expects to complete its review of the request by May 30, 2008, if no RAI is required.
