January 16, 2008 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-III-08-001 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

POINT BEACH UNIT 1 NOTICE OF UNUSUAL EVENT DUE TO LOSS OF OFFSITE POWER TO VITAL BUSSES At 2:04 pm CST on January 15, 2008, one of the Point Beach Unit 1 electrical transformers failed causing a loss of power to both Unit 1 vital 4160 VAC busses. Unit 1 and Unit 2 remained at full power during the electrical transient. All four Emergency Diesel Generators (EDGs)
(2 from each unit) started as designed. Neither of the Unit 2 EDGs was required since Unit 2 was unaffected by the electrical transient. The Unit 1 EDGs supplied both 4160 VAC vital busses. Subsequent investigation of the transformer failure identified indications of an electrical short.
The licensee declared a Notice of Unusual Event (NOUE) at 2:15 pm CST per Emergency Action Level (EAL) SU1.1, Loss of Power to or from the transformer that results in the loss of all offsite power to both safety-related busses for greater than 15 minutes and both safety-related busses powered from EDGs.
Region III staff and the Point Beach resident inspectors continuously monitored the licensees activities associated with the event. The NRC entered Monitoring Mode at 6:28 pm due to the duration of the event. The resident inspectors continuously monitored the licensees activities surrounding this event from the plant control room.
The State of Wisconsin was informed.
