SUBJECT:

SUMMARY

OF DECEMBER 12, 2007, MEETING WITH I&M ON THE ISSUE OF ICE CONDENSER ICE FUSION (TAC NO. MD6756)

On December 12, 2007, the Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with representatives of I&M at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss issues concerning ice fusion in ice condenser baskets (see meeting notice dated November, 2007; Accession No. ML073241026).

The names of meeting participants are as recorded in Enclosure 1. I&Ms presentation followed its handout material (Enclosure 2).

I&M proposed submitting an application for license amendment for long-term resolution to eliminate the need to design for loss-of-coolant accident concurrent with an earthquake for the ice condenser. If such an amendment is approved, then ice basket ice fusion time will cease to be an issue for DCCNP. This amendment would commit I&M to perform an inspection of the ice baskets after an earthquake. The NRC staff indicated that it is receptive to such an amendment, and advised the licensee to submit the application as soon as possible, and hold pre-application discussions with the NRC staff to resolve technical issues on a timely basis.

In the interim to get over the next outage or two, the licensee proposed to rely on operability evaluations to support shorter ice fusion times. The licensee was told that the NRC staff expects to review these evaluations prior to the outages.

Members of the public were not in attendance, and no Public Meeting Feedback forms were completed and submitted.
