SIMULATOR SCENARIO BASED TESTING METHODOLOGY

Dear Mr. Roe:

Thank you for your letter of November 20, 2007, regarding Nuclear Energy Institutes (NEI) recommendations regarding simulator scenario based testing (SBT). The purpose of this letter is to inform you that, overall, the staff agrees in principle with the four recommendations and the supporting concepts. We also understand that the industry is in general agreement with the staffs position as outlined during our presentation at the December 11, 2007, Nuclear Regulatory Commission (NRC), NEI Licensed Operator Focus Group public meeting and as stated in the minutes (ML073511714). We look forward to receiving NEIs white paper that will include a detailed description of its simulator SBT methodology implementation guidance.

The NRC appreciates the opportunity to work with NEI and the industry stakeholders on this important simulator issue. My goal is to bring closure to this issue so that a standardized approach to simulator SBT ultimately facilitates movement toward a single industry consensus standard.
