MD6814 - State Consultation This email documents a phone call to you on December 6, 2007.
Pursuant to 1 0CFR50.91 (b), "State Consultation", I am notifying you that the NRC is currently processing an amendment (internally identified at this time as TAC Number MD6814) for the Duane Arnold Energy Center (DAEC). The NRC staff has determined that the amendment request involves no significant hazards consideration. The analysis on the issue of no significant hazards consideration is published in the Federal Register on pages 72 FR 68216 and 68217 (dated December 4, 2007)
This amendment consists of a Consolidated Line Item improvement that adopts changes to the Technical Specification (TS) 3.3.2.1, "Control Rod Block Instrumentation". These changes allow the use of the improved Banked Position Withdrawal Sequence (BPWS) during shutdowns, consistent with Technical Specifications Task Force (TSTF) Change Traveler TSTF-476 Rev 1, "Improved BPWS Control Rod
-Insertion Process (NEDO-33091)".
Thecurrent amendment is in response to an application letter dated September 14, 2007. The application letter document may be accessed on the NRC's public site, in ADAMS, as ML072681088. The model safety evaluation, model license amendment request and model proposed no significant hazards consideration determination (NSHCD) for TSTF-476 Rev 1 is also available in ADAMS as ML070880921 and available in the Federal Register on pages 72 FR 29004 through 29010, with the model proposed NSHCD beginning on page 29009.
