LETTER NUMBER: 2.07.086

Dear Sir or Madam:

This letter submits the annual report required by 10 CFR 50.46(a)(3)(ii).

Reference 1 submitted the previous~annual report required by 10 CFR 50.46.

Reference 2 described a change in the evaluation of LOCA model Licensing Basis (LB) Peak Cladding Temperature (PCT) applicable to Pilgrim Station.

10 CFR 50.46(b) defines the acceptance criteria for the LOCA analysis process. The Licensing Basis PCT (LBPCT) is evaluated for compliance with the criteria 50.46(b)(1); Peak Cladding Temperature shall not exceed 2200°F. The LBPCT reported for Pilgrim by Reference 3 was 2150'F for GE 14 fuel.

For the current Cycle 17 Pilgrim analysis it was found that the equation to establish the 2.2a sensitivity for the term of stored energy in the core was inaccurately applied. In Reference 2, Global Nuclear Fuel (GNF),'repOrted-that LBPCT.Was re-calculated with a corrected stored energy term. The result Wasa: slight higher LBPCT.(2tF) tha'ri What'was'rep0rted in the reference analysis. Thus the corrected Pilgrim LBPCT is 2152°Ffor the fuel Cycle 17, which:

uses GE 14 fuel type. There are no other fuel types being utilized for reactor operation during fuel Cycle 17.
