SURRY POWER STATION, UNIT NOS. 1 AND 2, REQUEST FOR ADDITIONAL INFORMATION (RAI) REGARDING THE PROPOSAL TO INCREASE MAXIMUM SERVICE WATER TEMPERATURE LIMIT (TAC NOS. MD5877 AND MD5878)

Dear Mr. Christian:

By letter dated June 25, 2007, Virginia Electric and Power Company (the licensee) proposed technical specification (TS) changes to increase the maximum service water temperature limit from 95 °F to 100 °F for Surry Power Station, Unit Nos. 1 and 2. The Nuclear Regulatory Commission (NRC) staff is reviewing the submittal and has determined that additional information is required to complete its evaluation.

The NRC staffs RAI is enclosed. The licensee is required to provide a response to the RAI within 30 days.

REQUEST FOR ADDITIONAL INFORMATION REGARDING REVISION OF TECHNICAL SPECIFICATION TO INCREASE MAXIMUM SERVICE WATER TEMPERATURE LIMIT SURRY POWER STATION, UNIT NOS. 1 AND 2 DOCKET NOS. 50-280 AND 50-281

Licensing amendment request (LAR) dated June 25, 2007 (Agencywide Documents and Management System (ADAMS) Accession No. ML071840169), Attachment 1, page 7 of 33, under heading LOCA Containment Depressurization Analyses, second paragraph states Maximum initial containment air is generally conservative for determining CDT. Please provide appropriate justification for this statement.

Provide a revised evaluation of the recirculation spray system heat exchanger performance with the new service water (SW) inlet temperature of 100 °F similar to the evaluation given in Surry Power Station, Unit Nos. 1 and 2 (Surry 1 and 2), Updated Final Safety Analysis Report (UFSAR), Section 6.3.1.4, fifth paragraph. With the revised maximum service water temperature of 100 °F, please confirm that the heat exchanger meets its design requirement under the worst conditions of fouling and tube plugging and also meets the intent of Title 10 of the Code of Federal Regulations, Part 50, Appendix A, General Design Criterion 38.

Please refer to response to request for additional information (RAI) No. 2 in Dominion letter dated November 14, 2007 (ADAMS Accession No. ML073190271). Please provide the test procedure and test report for this test which should include information on the following items:

(a) The number of hours main control room (MCR) and emergency switchgear room (ESGR) envelope were tested with 100 °F SW temperature (b) Description of the method by which the SW temperature was maintained at 100 °F during the test period, and (c) Test results and conclusions

UFSAR Section 9.13.2 states The emergency switchgear and relay rooms are designed for 80 °F dry bulb during normal conditions. Dominion response to RAI No. 2 in letter dated November 14, 2007, states the testing was done to demonstrate MCR/ESGR envelope space temperature could be maintained within the operating range 75 °F to 85 °F. Is the ESGR design temperature being revised from 80 °F to 85 °F? If so, what is the impact on qualification of equipment located in ESGR?
