FYI: Public Meeting with FENOC on Response to Demand for Information related to Exponent Report
- Chairman, A brief summary of the subject meeting... First Energy/FENOC's story at the 50 thousand ft. level was that FENOC did NOT appreciate the broader implications of the Exponent report until they received the DFI from the NRC. From the time they received the Exponent report back in December 2006 through their response to Jim Caldwell's letter in early May 2007, FENOC stated repeatedly that they were in a "narrow mindset" that prevented them from seeing the broader implications to regulatory matters. They admitted that they should have communicated earlier and better. They stated that the the nuclear side of First Energy was aware of the Exponent report, but their narrow focus on addressing the insurance claim (e.g., that safety is maintained by the current inspection program being sufficient to detect the earlier signs of cracks) kept them from seeing the broader implications. They committed to actions such as developing a process to review technical reports prepared for commercials matters - to address regulatory implications, safety impact at their plant as well as the industry in general, etc. NRC will review the response to DFI and decide for any further action at a later time.
