OF NOVEMBER 7, 2007, MEETING WITH ENTERGY NUCLEAR OPERATIONS, INC., GENERAL ELECTRIC-HITACHI AND GLOBAL NUCLEAR FUEL ON INTRODUCTION OF GNF2 FUEL On November 7, 2007, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Nuclear Operations, Inc. (Entergy or the licensee), GE-Hitachi and Global Nuclear Fuel (GNF) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to answer questions and communicate plans for introduction of GNF2 fuel in the James A.

FitzPatrick Nuclear Power Plant (JAFNPP). A list of attendees is provided as Enclosure 1.

The licensee and fuel manufacturer presented information on the plans for introduction of GNF2 fuel in JAFNPP. The presentation started with an overview of the status of the Lead Use Assembly (LUA) Programs currently underway at several boiling-water reactor plants, including Peach Bottom Unit 3, Vermont Yankee, Muhleberg (KKM), and Forsmark. Next, the proposed schedule for final fuel design and core reloading at both plants was reviewed. Then, a presentation of the remaining work scope to be completed prior to introduction of GNF2 into JAFNPP in fall 2008 was made. Please refer to the slides in Enclosure 2.

The significant topics of non-proprietary discussions are presented below. The specific technical details of the fuel design will be the subject of an upcoming audit and are proprietary in nature.

Traversing Incore Probe Data - Data on the neutron flux through the core has been collected and will be provided to the NRC for the audit. Validation of the fuel physics, including local critical values will also be provided.

Debris Screen - The GNF2 fuel proposed for insertion at JAFNPP will have a new design debris screen system called a defender. This design incorporates recent improvements in the debris shield over the LUAs installed at KKM and Forsmark.

Power/Performance - Although the objectives of the recent testing have been to look at mechanical aspects of the fuel, it was noted that during the second cycle at KKM, the GNF2 fuel assemblies were the highest power assemblies in the core. Again, this topic will be further reviewed during the audit.

Schedule - Entergy will be facing a decision point in mid-December regarding whether they should proceed with the current plan for introduction of GNF2 during the core reload in fall 2008.

They are anxious for the NRC to audit the fuel manufacturer to ensure there are no unforeseen issues regarding GNF2 fuel. NRC staff is planning to conduct the audit of the GNF2 fuel development process in several stages to minimize travel costs and maximize staff effectiveness. Plans for the audit will be coordinated with the fuel manufacturer in the near future.
