- Mac, On September 1, 2004, the Nuclear Management Company (NMC) submitted a license amendment request (LAR) requesting approval to use the GOTHIC methodology for Prairie Island Nuclear Generating Plant (PINGP) analyses (Accession No. ML042570289). The NRC approved the LAR by a safety evaluation (SE) dated August 12, 2005 (Accession No. ML052000046).
However the SE included the following ambiguous statement which could be interpreted to always require submittal of an LAR for each use (application) of GOTHIC:
The mass and energy releases and the initial and boundary conditions used in future PINGP license applications using GOTHIC 7 will be reviewed by the staff to assure that the analyses are performed consistent with the guidance in the SRPs and the description presented in WCAP-16219-P.
Requiring an LAR for each use would not be consistent with the industry use of approved topical reports, such as WCAP-16219-P, and precludes the use of 10 CFR 50.59 for determining whether NRC pre-approval is required.
NMC requests that the NRC withdraw this SE statement or provide clarification.
