Dear Mr. Tynan:
By letter dated September 27, 2007, Southern Nuclear Operating Company (the licensee) submitted the revision to emergency action level threshold values and basis to support measurement uncertainty recapture power uprate for Vogtle Electric Generating Plant, Units 1 and
- 2. The Nuclear Regulatory Commission (NRC) staff is reviewing the submittal and has determined that additional information is required to complete its evaluation.
The NRC staffs RAI is enclosed. The licensee is required to provide a response to the RAI within 30 days.

Enclosure REQUEST FOR ADDITIONAL INFORMATION REGARDING THE REVISION TO EMERGENCY ACTION LEVEL THRESHOLD VALUES AND BASIS TO SUPPORT MEASUREMENT UNCERTAINTY RECAPTURE POWER UPRATE VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 DOCKET NOS. 50-424 AND 50-425 By letter dated September 27, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML072740102), Southern Nuclear Operating Company, Inc.
(the licensee), submitted revision to emergency action level (EAL) threshold values and basis to support measurement uncertainty recapture power uprate for Vogtle Electric Generating Plant, Units 1 and 2. In order to complete the review of the documents listed above, the Nuclear Regulatory Commission (NRC) staff needs the following requests for additional information (RAIs).
The licensee should address the RAIs and revise EALs as applicable. A complete, clean, EAL basis document shall be provided as an attachment to the licensees response. The clean document should include EAL basis document section for EALs RU1, RA1, RS1, RG1, and SU4.
- 1. RU1: The calculation tables provided in the EAL basis for EAL RU1 appear to be the same as originally approved which is inconsistent with the licensees submittal. Please revise the calculation tables or provide an explanation for the apparent inconsistency.
- 2. RS1/RG1: The calculation tables provided in the EAL basis for EAL RS1, which also covers EAL RG1, appear to be the same as originally approved which is inconsistent with the licensees submittal. Please revise the calculation tables or provide an explanation for the apparent inconsistency.
- 3. RA1.2: According to the EAL basis document, the value should be 100 times that of RU1.
This appears not to be the case. Please provide an explanation or revise the EAL.
The NRC staff discussed the above RAIs with the licensee on October 26, 2007, through conference call, and the licensee agreed to revise the applicable EALs.
