UPDATE ON EXTENSION OF SCHEDULE FOR THE CONDUCT OF REVIEW OF THE VERMONT YANKEE NUCLEAR POWER STATION LICENSE RENEWAL APPLICATION

Dear Mr. Balduzzi:

In a letter dated July 30, 2007, Entergy Nuclear Operations, Inc., submitted additional information, supplementing the Vermont Yankee Nuclear Power Station (VYNPS) license renewal application (LRA), for the U.S. Nuclear Regulatory Commission (the staff) review. The staff had immediate concerns with the information provided. By letter dated July 31, 2007, the staff extended the schedule for review of the VYNPS LRA. In that letter, the staff stated that the overall schedule was to be extended "-beyond the nominal thirty months (with hearing) by a minimum of two months plus the length of time required by VYNPS to submit the revised information."

By a letter dated August 29, 2007, the staff transmitted a request for additional information (RAI) related to the partial collapse of the west cooling tower cell 2-4. That letter stated that a revised schedule for completion of the VYNPS LRA review will be issued upon receipt of a satisfactory response to the RAI. VYNPS provided responses to the RAI in letters dated September 27, 2007, and October 18, 2007.

During a telephone conference call on August 20, 2007, the staff informed VYNPS representatives that the staff can not accept future license renewal commitments to evaluate time-limited aging analyses (TLAA) as a method of satisfying the requirements of 10 CFR 54.21(c)(1). In response to this conference call, VYNPS provided a supplement to their LRA in a letter dated September 17, 2007. The supplement attempted to address the requirements governing TLAA. On October 9 - 10, 2007, the staff conducted an on-site audit to verify the information provided in that supplement.

The staff asked six questions during the audit. In its letter dated November 14, 2007, Entergy responded to these six specific audit questions. The staff has reviewed this information and has a request for additional information (RAI) needed to complete its review (see RAI below). Once the staff has completed its review of the additional information, a revised schedule for review of the VYNPS LRA will be established. Your response to audit question # 387 in your November 14, 2007, letter states that "In most cases the maximum component stress difference with time matched the maximum stress intensity calculated by ANSYS. This shows that shearing stresses are negligible for the thermal transient at that location and the maximum component stress difference is the maximum stress intensity."

Please identify the exceptions where maximum component stress difference with time did not match the maximum stress intensity calculated by ANSYS. In addition, please justify the exceptions, based on quantitative evaluations, that the shearing stresses are negligible and the maximum component stress difference is the maximum stress intensity for the branch nozzle blend radius (nozzle corner) locations with geometrical discontinuities for the applicable thermal transients.

Your response should cover the shearing stress differences at the 0-180 degree axis and the 90-270 degree axis to the pipe run axis.
