Dear Mr. OConnor:

This letter refers to an investigation conducted by the U.S. Nuclear Regulatory Commission (NRC),

Office of Investigations (OI) to determine whether licensed operators at the Monticello Nuclear Plant willfully failed to follow procedures while conducting a Residual Heat Removal Containment Spray/

Cooling Logic Test. Based on the evidence developed during the investigation, we did not substantiate the allegation. The synopsis from the OI report of investigation is enclosed.

ENCLOSURE SYNOPSIS This investigation was initiated on March 19, 2007, by the U.S. Nuclear Regulatory Commission, Office of Investigations, Region III, to determine whether licensed operators at the Monticello Nuclear Plant willfully failed to follow plant procedures while conducting a Residual Heat Removal Containment Spray/Cooling Logic Test.

Based upon the evidence developed, this investigation did not substantiate the allegation that licensed operators at the Monticello Nuclear Plant willfully failed to follow plant procedures while conducting a Residual Heat Removal Containment Spray/Cooling Logic Test.
