I was reading the latest The Examiner article "NRC faulted for failing to respond to napping complaints" (Kelsey Volkmann, 2007-10-06) with great interest when I came across the following sentences:
.A whistler-blower sent a letter in February tipping off the Nuclear Regulatory Commission about guards sleeping on duty at Peach Bottom Atomic Power Station....But only after a guard sent a videotape proving the claims to a New York TV station did the NRC dispatch inspectors to Peach Bottom -
eight months after the initial complaints.... "This cannot be tolerated at all," said U.S. Sen. Ben Cardin, who grilled NRC members at a Senate hearing this week...."1 think they should be aggressive in monitoring what has happened. It's very concerning that the security guard had to go to the press. It shows a lack of confidence that the NRC is an independent entity."...Exelon Corp., the company that operates Peach Bottom nuclear plant, just across the Harford County line in Pennsylvania, has since said it would not renew a contract with Wackenhut Corp. for security guards....But Exelon uses Wackenhut security guards at its nine other power plants throughout the nation, including two others in Pennsylvania: Three Mile Island, 40 miles north of Peach Bottom, and Limerick, 30 miles northeast of Philadelphia. At both of those plants, watchdog groups say, guards also have nodded off while working 72-hour weeks....Veteran guards at Three-Mile Island showed new ones the best locations for taking a nap, according to an internal memo obtained by The Harrisburg Patriot-News...."With three occasions, this starts to look like a pattern," said John Kang, head investigator for the Service Employees International Union, which represents the most security guards in the nation...."We are wondering why it's not more obvious to Exelon to remove this company."...Some guards at Three Mile Island, which experienced a the nation's worst nuclear meltdown in 1979, recently reported working 150 hours0.00174 days <br />0.0417 hours <br />2.480159e-4 weeks <br />5.7075e-5 months <br /> in a 14-day period, said Kang, who also raised concerns about the commission's response to the complaints of sleeping at Peach Bottom...."It's very sad if the NRC, the official agency responsible for government oversight, can't respond adequately to a real concern brought forth by a worker," Kang said. "It's very concerning that no one is actually minding the store."...Richard Ayers, emergency manager for Harford County, said he didn't know a guard alerted the commission to

Tipster sends video of napping guards at Peach Bottom to WCBS in New York, which airs footage. NRC launches probe at Peach Bottom; Exelon, the company that operates the plant, cancels security guard contract with Wackenhut Corp.
Please review and implement an action plan to thoroughly address this extremely troubling issue. Media reports continue to underscore alleged widespread logistical and operational mismanagement of Peach Bottom Atomic Power Station, York County, PA, potentially putting the residents of Harford County, State of Maryland at high risk from safety and health concerns, despite strong documentation indicating such problems exist.
Please coordinate, collaborate and cooperate on Federal, State and/or local jurisdictional levels in addressing these concerns potentially impacting adversely the public's safety, health, finances, policies, trust, confidence, and quality of life issues.
