Herein is the difficulty...I formally requested all these documents through and official FOIA request. What I got, was a list of documents, and a letter telling me that the ones without a ML number (historical documents pre-1999 were available through the Public Document Room, with a suggestion that I reach out to the PDR staff, which I have done. This, even though Bo Phem stated at the public meeting that ALL Indian Point documents were on ADAMS.
We as and organization qualify for a waiver of fees, but instead, the NRC is attempting to play games, and place harsh hardships on stakeholder citizens with the fees you discuss in your letter. !0 cents and 30-cents a page is unduly unfair and restrictive, especially since FUSE USA and myself,as the Vice President have even been willing to have the documents uploaded to ADAMS so that ALL CITIZENS could have access to them. Again, Bo Phern even represented to the public that all these documents were ALREADY ON ADAMS,which they are not. (noticeably absent are the fire safety standards).
Your suggestion that it is an easy task for us to simply come to Rockland Maryland is not acceptable, especially since the documents we are asking for should be, but are not in our local document room here in the Peekskill area.
In short, our organization is being put between the pot and the kettle.. .the NRC has admitted the documents exist, has identified them by number, but not provided a copy of them despite numerous formal FOIA request by myself, Susan Shapiro, and FUSE USA as and organization. These crucial documents are not on ADAMS, which we have verified from our extensive search. In fact, we formally requested that the NRC put these documents on ADAMS, so that the stakeholders could have access to them.
It sounds here, as if the NRC is trying through various assorted means to keep.citizens from having access to documents necessary to adequately evaluate Entergy's Indian Point License Renewal Application. We therefore formally request that the PDR as is allowed by FOIA either put all of the following documents up on ADAMS, or make a hard copy available to FUSE USA via first class mail. Sure ifyou check with the FOIA office, we have filed more than adequate information to qualify for a fee waiver for these documents.

The amount of and specificity of information, when combined with the date range (legacy library) would indicate research work, the amount and time necessary to locate the documentation required as beyond the intent of the PDR reference librarians.
You, or someone you know, can visit the Public Document Room at NRC Headquarters in Rockville, MD and do the research in person. Copies can be made of the fiche to paper for $0.10 per page in the reading room, or (once you locate the specific pages) can be sent to our copy service contractor for $0.30 per page, plus postage. Any help you can provide will be greatly appreciated. Unfortunately, trying to pick say two or three of these UFSAR related documents as more important than the rest is all but impossible to do, as they are a part of the CBT (Current Licensing Basis) that Entergy's License Renewal Application is based upon. Reactor Coolant leakage, reactor coolant internals, and the parts of the various UFSAR's that deal with their (aging) management are absolutely crucial documents in adequately reviewing Entergy's Indian Point Application, and right now our deadline is fast approaching. (November 30th, 2007)
So, based on that, I first would say that the best approach is too start at the top of the list, and just begin working through them one at a time.
Secondly, you mention weeks, which I understand. Can you give me a clearer image of the time lines we are talking about here? Weeks can be anything from two weeks forward.. life is never simple, is it? Further, once the specific sections have been identified, will they have to be reviewed for National Security reasons? Just trying 'to get a handle on what the time constraints actually are. Lastly, it would be greatly appreciated if you could send stuff along as it becomes available, so that we as and organization can mitigate and management these time constraints in a responsible manner.
Again, you have been, and are being such a big help in our attempts to find, locate and view these documents, and just wanted to thank you again for your efforts.

Another manner.. .I received a very long list that identifies a lot of documentsthat are not on ADAMS, but available through the Public Document Room, in response to a FOIA I had filed...do I need to file a new FOIA with a fee waiver request through the Public Document Room, or can I work with you to get these documents? I am guessing quite a few would need reviewed, and if you like, I can scan in the list and send it as and attached file to and email.
