Indian Point EIS Comments Bo Pham

Dear Bo Pham,

I formally request that the Nuclear Regulatory Commission address the following environmental and public health issues in the Draft Environmental Impact Statement for the Indian Point nuclear power plant:

1: The alarm system. I live within the evacuation area and when the alarms are tested, I only hear them if it is a quiet day, I go outside and listen for them, and the wind is blowing in the correct direction. I invite NRC to come to my home during the next test and see.

2: Infeasible evacuation plan. The plan does not accomodate for overcrowded roads, the low probability that bus drivers will drive into contaminated areas to pick up evacuees, the probability that parents with childern in the evacuation zone will refuse to politely wait outside the zone, etc. Hazzards such as this should not be located in areas of high population such as Westchester NY.

3: Indian Point is an obvious terrorist target that does not appear to be adequately defended 4: the impacts of Indian Point's once-through cooling system on the Hudson River fish populations - including entrainment, impingement, and thermal pollution - using the most current scientific studies; 5: the build-up of high-level radioactive waste at Indian Point and the ongoing radioactive leaks originating from at least two spent fuel pools; 6: the alternatives to Indian Point's nuclear power, using a combination of renewable energy (wind, solar, geothermal),

conservation, and clean natural gas, as offered by the 2006

National Academy of Sciences report.

Sincerely, Dwight Arthur 240 Route 6N Mahopac, NY 10541
