SUMMARY
OF SITE AUDIT RELATED TO THE REVIEW OF THE LICENSE RENEWAL APPLICATION FOR INDIAN POINT NUCLEAR GENERATING UNIT NOS. 2 AND 3 From September 10-13, 2007, and September 24-27, 2007, a review team consisting of the U.S. Nuclear Regulatory Commission (NRC) staff and contractors from Earthtech and Pacific Northwest National Laboratory (PNNL), participated in a site audit at the Indian Point Nuclear Generating Unit Nos. 2 and 3 (Indian Point) related to the environmental review of the Indian Point license renewal application (LRA). The primary goal of the site audit was to review documentation, gather information to ensure that environmental requirements of license renewal as codified in Title 10 of the Code of Federal Regulations Part 51 (10 CFR Part 51) are met, and to interface with officials in Federal, State and local government agencies to obtain related information.
is a list of NRC, PNNL, State of New York, Federal agency and Entergy Nuclear Operations, Inc. (Entergy) representatives who participated in the site audit. Enclosure 2 is a table of documents requested by the NRC to assist the staff in its review of the Indian Point Environmental Report.
On the opening Monday of both portions of the audit, the environmental review teams participated in general site tours of the Indian Point site with Entergy staff. The general site tours focused on areas relevant to the environmental review, including the intake structure, discharge canal, water sampling locations, groundwater monitoring sites, site structures, and the site environs. During the remainder of both portions of the site audit, the team members examined the data used by Entergy in preparation of the Environmental Report, met with local government officials and met with Entergy representatives with corresponding environmental expertise in smaller groups.
These groups participated in various activities, including tours off-site, environmental sampling locations, the intake structures, and the discharge canal. During a boat tour, team members examined the intake structure, the discharge canal, the riverine areas upstream and downstream of Indian Point, and other electric generating stations. Team members met onsite with officials from the New York Department of Environmental Conservation, New York Department of State, and with a representative of the National Marine Fisheries Service. Additionally, team members met offsite with non-governmental organizations, and State officials in Albany, New York.
Information gathered through these offsite meetings will assist the environmental review team in its evaluation. Entergy representatives and its contractors provided a brief presentation on its on-going studies associated with groundwater and aquatic resources.
At the conclusion of both portions of the site audit, the NRC staff and its contractors summarized the status of the review with Entergy representatives. NRC indicated that additional information will be needed to evaluate the Environmental Report (Enclosure 2).
The NRC staff indicated that, with the exception of items listed in Enclosure 2, the review team did not identify any significant issues during its site visit or during offsite visits with Federal, State, and local agencies. However, the NRC staff further indicated that the review was ongoing and that any additional information necessary to support the review would be formally requested as a request for additional information.
