NUCLEAR ENERGY INSTITUTE TEMPLATE FOR COMBINED LICENSE APPLICANTS SUBMISSION OF SECURITY IMPLEMENTATION SCHEDULE FOR NEW REACTORS
Dear Mr. Bell:
By letter dated September 13, 2007, to the U. S. Nuclear Regulatory Commission (NRC), you proposed a template for combined license (COL) applicants to submit an implementation schedule to the NRC that outlined thirteen (13) major milestones for implementation of security measures at a new reactor, beginning from its construction to prior to fuel loading, and a description of commitments or plans to make available and provide updates of the implementation schedule to support the NRC planning and conduct of inspections.
We have reviewed your proposed template and recommend that you consider including an additional milestone that addresses the implementation schedule for personnel access authorization requirements in accordance with Part 73.56 of Title 10 of the Code of Federal Regulation.
In addition, we recommend minor changes be made to the following milestones: (1) Clarify Item J to indicate that only the physical security hardware inspections, tests, analyses, and acceptance criteria need to be met by this milestone, and (2) Incorporate Item L as a footnote to Item K to clearly indicate the link between these items for NRC scheduled inspections and adjust the naming of the following Items to account for the removal of Item L. The staff also notes that Item M in your submittal, while helpful information, should be considered optional in this context, since no inspections will be based on this milestone.
We accept your proposed template subject to the inclusion of the recommended additional milestone and the revision of the existing milestones with the recommended changes. Please submit the revised template for final review to the NRC. We encourage you to reinforce that COL applicants should use the revised template and their submission should include sufficient detail to support the required NRC inspections.
