Update to Davis-Besse NEIL Issue To all, A call was held with Davis-Besse to discuss their recent decision to make the Exponent Report that we have been referencing in our NEIL discussions publicly available. FENOC also desires a followup conference call as early as this Thursday to discuss the report with us.
Please find attached an updated summary of the issue.
Hopefully, this will help to keep us all aligned. I will provide the conference call information when details are finalized.

NEIL Issue Briefing Sheet Summary of NEIL Potential Safety Concern at Davis-Besse Nuclear Electric Insurance Limited (NELL) identified a potential safety concern to Davis-Besse arising from a pending claim. The concern is that because a report prepared by the Exponent Failure Analysis Association and Altran Solutions Corporation (Exponent) indicates that susceptible materials can have crack growth rates that are significantly higher than previously assumed, that the NRCs requirements and licensee programs may be inadequate.

FENOC submits to NElL a report prepared by Exponent associated with the review and analysis of the Davis-Besse head wastage event.
NEIL issues letter to FENOC identifying potential safety concern.
Davis-Besse generates CR 07-15077 to enter issue into corrective action program. Resident inspectors subsequently forward CR to Region Ill.
Region Ill convenes conference call to discuss information in NEIL letter; determines that based on the information presented that no new safety issue exists; concludes that an Emergency ARB is not warranted.
