WASHINGTON STATE UNIVERSITY Nuclear Radiation Center October 11, 2007 Document Control Desk US Nuclear Regulatory Commission Washington, DC 20555 Pursuant to the Washington State University Nuclear Radiation Center (WSU/NRC) Technical Specifications, section 6.10 (3) (d) (Reporting Requirements) a notice is due to the NRC within 30 days of "Any observed inadequacies in the implementation of administrative or procedural controls".
During the week of September 17th, 2007, the weekly security system check was not performed as required by the WSU/NRC 0.2 Maintenance Log. While this check is not required by our security plan, it is a regular check maintenance item, and as such should have been performed in a timely manner. "The weekly check was performed both the previous and following weeks with no abnormalities.
In addition, a similar event occurred during the week of 10/30/2006. At the time, the event was considered to be less significant. I include this event in this letter in the interest of full disclosure.
There is no evidence that the security system performed in any abnormal fashion during either week.
As the root causes of both events are dissimilar, the WSU/NRC has no immediate rectifying actions to correct this for the future. As these events are isolated over the operational history of the facility, due diligence and an increased awareness of the WSU/NRC Maintenance requirements on the part of the WSUiNRC Staff should be adequate to insure future compliance.
