October 24, 2007 Mr. Raymond A. Mosley, Director Office of the Federal Register National Archives and Records Administration Washington, DC 20408

Dear Mr. Mosley:

The Nuclear Regulatory Commission is requesting emergency publication of the document entitled " Virginia Electric and Power Company, Docket Nos. 50-280 and 50-281, Surry Power Station, Unit Nos. 1 and 2, Surry County, Virginia which was transmitted on October 24, 2007, to the Office of the Federal Register for publication.

We request that this document be published Tuesday, October 30, 2007. Publication on this date is necessary to ensure that the required 14-day comment period is met prior to issuance of the requested exigent amendment supporting the Surry outage restart. This will allow resumption of power generation upon completion of the outage. Friday publication will also avoid the need to provide replacement power which would result in costs to the utility of approximately 1 million dollars per day.
