Dear Mr. McKinney:

By letter dated September 13, 2006, PPL Susquehanna, LLC submitted an application pursuant to 10 CFR Part 54, to renew the operating licenses for Susquehanna Steam Electric Station, Units 1 and 2, for review by the U.S. Nuclear Regulatory Commission (NRC or the staff). The staff is reviewing the information contained in the license renewal application and has identified, in the enclosure, areas where additional information is needed to complete the review.

Enclosure SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION REQUESTS FOR ADDITIONAL INFORMATION (RAIs)

RAI 2.3.1-1 In Table 2.3.1-1 of the license renewal application (LRA), the nozzle N9 and cap for N9 are listed as in scope as a pressure boundary. Drawing M-141-2 depicts nozzle N9 as out of scope.

Please confirm N9 nozzle and cap are in scope.

RAI 2.3.1-2 Drawing M-146 of the LRA depicts the valve 146-F004, and associate piping for a drive water pressure control station as out of scope. However, isolation valves between the out of scope and in scope piping are not shown. The staff believes that this bypass line and valve should be in scope of license renewal as a pressure boundary. The staff requests the applicant to clarify whether the subject components are in scope requiring an aging management review (AMR) and justify if excluded.

RAI 2.3.2.2-1 Drawings M-150 and -2150 of the LRA depict the piping between the reactor core isolation cooling vacuum tank and the barometric condenser vacuum pump as not in scope. However, Table 2.3.2-2 lists piping and piping components function (under the vacuum tank) as structural integrity. Additionally, Tanks 1/2T219 are depicted as in scope in Drawing 150-1; however, they are not listed in Table 2.3.2-2. Please confirm the connecting piping is included within the scope of license renewal and subject to AMR as structural boundary or justify its exclusion. Modify Table 2.3.2-2 to reflect your response.

RAI 2.3.2.4-1 In Drawing 156-1 of the LRA, the drive shaft from the high-pressure coolant injection (HPCI) turbine to the HPCI pump is shown in-scope, however, the drive shaft between the HPCI pump and booster pump is not. The staff requests the applicant to clarify whether the drive shafts are in scope requiring an AMR and justify, if excluded.

RAI 2.3.3.25-1 The Drawing 123-12 of the LRA depicts multiple Ainsulated couplings or unions,@ clarify how these components are included in Table 2.3.3-24 for components subject to an AMR as a pressure boundary and justify, if excluded.

RAI 2.3.3.32-1 In Drawing 48-1 of the LRA, the ventilation lines from the test tanks and storage tanks are depicted as not in scope. The staff requests the applicant to clarify whether the lines are in scope requiring an AMR and justify, if the lines are excluded.

RAI 2.3.3.32-2 In Drawing 148-1 of the LRA, the SLC storage tank (1T204) appears to include a hatch. It is unclear whether the hatch and closure mechanism is included as part of the tank. The staff believes these components should be included as a pressure boundary. Clarify whether the tank hatches and closure mechanisms are in scope requiring an AMR and justify, if the components are excluded. Modify Table 2.3.3-31, if necessary, to reflect your response or explain under what component they are included.
