RELOAD ANALYSIS REPORT The BFN EPU license amendment requests (LARs) for Units 2 and 3 were submitted on June 25, 2004 (ADAMS Accession No.

ML041840301) as proposed Technical Specifications Change 418, which is currently being reviewed by NRC.

To support the review of the EPU LARs, NRC previously requested that an EPU core reload report be submitted approximately six months prior to the next operating cycle for each unit.

In response, TVA submitted EPU reload reports for Unit 1 on May 15, 2006 (ML061450390) and for BFN Unit 2 on June 12, 2006 (ML061670151).

Both of these units are currently operating with an EPU rated core of 3952 megawatts thermal (MWt).

This letter provides the Unit 3 Cycle 14 Reload Analysis Report and, similar to the Unit 2 Cycle 15 Reload Analysis Report submitted to NRC on June 12, 2006, uses Areva core design and analysis methods at EPU conditions.

Unit 3 Cycle 14, which begins in Spring 2008, was originally designed as an EPU core and the attached report was specifically prepared for Cycle 14 operations at EPU.

However, the resolution of several EPU issues, in particular steam dryers, has subsequently resulted in delays of the EPU LARs.

U. S. Regulatory Commission Page 2 September 24, 2007 Therefore, the Unit 3 Cycle 14 core is currently in the process of being redesigned for Cycle 14 operation at the existing licensed thermal power of 3458 MWt.

The majority of the Unit 3 plant design changes and modifications needed for EPU operation will, however, still be installed during the upcoming Spring 2008 refueling outage.

The enclosed reload report, which includes the results of the cycle-specific core analyses, and of the transient and accident analyses performed for Unit 3 Cycle 14 operation at EPU, should satisfy the staff's request for a representative Unit 3 EPU core reload report and completes TVA's commitment to provide an EPU reload analysis for each unit at EPU conditions.
