MEETING REPORT DATE: September 20, 2007 TIME: 10:00 a.m. Eastern PLACE: Two White Flint North, Room T-8C5 U.S. Nuclear Regulatory Commission Headquarters Rockville, Maryland PURPOSE: To discuss potential issues related to a disposal of reactor vessel and decommissioning plans for the Fermi-1 reactor.

ATTENDEES: SEE ATTACHED LIST BACKGROUND:

The Fermi-1 reactor is located at Lagoona Beach, Frenchtown Township, Michigan. The reactor was shutdown in 1972. DTE Energy has been stabilizing the facility by passivating residual sodium and disposing of plant components and systems. DTE Energy is currently planning to remove the reactor vessel in 2009, and terminate their license in 2012.

DISCUSSION:

The meeting was publicly noticed on September 6, 2007, by posting on the U.S. Nuclear Regulatory Commission web site. The meeting began at approximately 10:00 a.m. EDT. The following issues were discussed during the meeting:

1. After the introductions and opening statement, DTE Energy (Lynne Goodman) presented a history of the site and described the main components of the reactor vessel disposition project.
2. NRC and DTE Energy discussed interactions between the DTE Energy, NRC and the state of Utah.
3. DTE Energy then discussed license termination plans, and project schedule and cost
4. The meeting ended with an opportunity for the public to ask questions.

ACTION ITEMS:

DTE Energy (Goodman) agreed to determine if various correspondence with the State of Utah, DTE Energy, and Energy Solutions can be provided to the NRC Document Control Desk for NRC staff information. DTE Energy intends to check with the appropriate organizations before submitting them to NRC.
