Trip Report Advisory Committee on Nuclear Waste and Materials (ACNW&M)
Visits to Facilities Undergoing Decommissioning Three Mile Island, Unit 2 August 14, 2007 Westinghouse Hematite Facility August 16, 2007 Three members of the Advisory Committee on Nuclear Waste and Materials (ACNW&M or the Committee) visited two facilities licensed by the U.S. Nuclear Regulatory Commission (NRC) to observe decommissioning activities, the results of such activities, and to discuss the lessons learned during the conduct of the decommissioning activities by the licensees and their support staff. Observing decommissioning activities at the two facilities was arranged to support the development of a White Paper on decommissioning which the Committee is currently preparing.
Visit to Three Mile Island, Unit 2 On August 14, 2007, Chairman Michael Ryan, Vice Chairman Allen Croff and Member James Clarke visited the Three Mile Island Nuclear Generating Station (TMI) in Middletown, PA. Antonio Dias, John Flack, Neil Coleman, Derek Widmayer and Yoira Diaz Sanabria of the ACNW&M staff accompanied the members during this facility visit.
Craig W. Smith, Regulatory Assurance Manager, AmerGen, TMI, Unit 1, led discussions between the ACNW&M members and staff and AmerGen personnel involved with and familiar with the cleanup and decommissioning of Unit 2 of TMI, which sustained damage to its reactor core on March 28, 1979. He also led a tour of the TMI, Unit 2 facility, including the Control Room of the reactor, and surrounding areas that included buildings and equipment that are part of Unit 1 of TMI, which is still an operating reactor.
The Agenda that was followed during the visit is attached (Attachment 1).
The slides that were presented by AmerGen personnel to conduct the introductory discussion at the TMI facility are attached (Attachment 2). Slides used to discuss the chronology of the accident at TMI, Unit 2 that led to the core damage are also attached (Attachment 3). The slide presentation on the update of tritium investigations conducted by AmerGen at TMI is also attached (Attachment 4).
Visit to Westinghouse Hematite Facility On August 16, 2007, Chairman Michael Ryan, Vice Chairman Allen Croff and Member James Clarke visited the Westinghouse Electric Company Nuclear Fuels Hematite Facility in Festus, Missouri. Mr. Derek Widmayer of the ACNW&M staff accompanied the members during this facility visit.
Mr. E. Kurt Hackman, Westinghouse Electric Company, Director of the Hematite Decommissioning Project led discussions between the ACNW&M members and staff and Westinghouse Decommissioning Project personnel. He also led a tour of the facility that included buildings and surrounding property that are part of the Decommissioning Project. The Agenda that was followed during the visit is attached (Attachment 5).
ACNW&M staff attended a meeting between NRC staff from the Office of Federal and State Materials and Environmental Management Programs and representatives from Westinghouse Electric Company on June 19, 2007, concerning the Hematite decommissioning activities. The slides that were used at that meeting were provided to the ACNW&M members prior to the facility visit to Hematite and the discussions held during most of the visit were based on the information contained in those slides (Attachment 6).
The slides that were presented by Westinghouse personnel to conduct the discussion on decommissioning lessons learned are also attached (Attachment 7).
