- A freedom of information request submitted by Paul and Linda Gunter previously associated with the document Licensed to Kill was received by the NMFS.

- FPL discussed the results of the April 2007 inspection of the Ocean Intake and Discharge piping. Most of the significant debris potentially affecting turtle injuries was found in the last 300 feet, closest to the Ocean, of the Ocean Intake Pipes. Concrete debris and barnacle growth in this section of pipe appear to be the major contributors.

- This was followed by a discussion of plans for the upcoming SL2-17 outage in October.

FPL proposes to clean 375 feet of pipe, the inside of the velocity caps and remove debris found in all three of the pipe. No cleaning is scheduled to be performed on the discharge pipes this outage. A heavier 5 mesh net will be used at the velocity caps to reduce potential failures of the net during cleaning operations. A turtle barrier will be installed in the 12 ft pipe to prevent turtles from entering an intersecting 7 ft abandoned piping. A sketch of the debris and turtle barrier was requested.

- A discussion of the take limits and well inspections associated with the BA was also discussed.

- FPL requested that future inspections be associated with negative trends in turtle injuries rather then on a set time period.

- A time for submittal of the BO to FPL of 135 days was discussed. The start of these 135 days will be based on NMFS receiving all required information. If no additional information is required the clock start date is August 16, 2007.

- The September 30 submittal for a plan for the turtle excluder identified in the BA was discussed. It was stated by FPL and agreed by the agencies that the plan will consist of a conceptual design, a cost estimate, and a proposed implementation schedule.

- Agencies requested profile of the debris and a drawing of the turtle barrier prior to concurrence with plan. FPL requested that any comments be provided as soon as possible to support award of contracts and mobilization of equipment. The agencies indicated that they could respond by the end of the month.

- NRC would like to receive the monthly turtle reports. Need to verify with Licensing the best method to distribute this report to the NRC.

Action Items:

1. FPL to Submit drawings to the NRC, FWC and FWS that show the intake pipe cross sections and areas to be cleaned.
2. FPL to Submit drawings to the NRC, FWC and FWS that show the plate that will be placed over the 7 foot dead end pipe during the October 2007 refueling outage.
3. FPL to submit a plan for a turtle excluder installation in the future at the velocity cap.
4. NRC to correct the turtle capture numbers on page 26 of the BA to reflect the Annual Report.
5. NMFS, NRC, and FWC to concur with or submit comments on the intake pipe cleaning plans, as soon as possible.
