Dear Chairman Klein:
We are -writing to raquest at least a 60-day extension for intervener petitions to be filed in conneciion to the license renewal process for the nuclear reactors at Indian Point 2 and Indian Point 3 in BuchaanarL. N.Y.
hi die last month alone, num erous events have occurred at the Indian Point Energy Center that warrant in-depth investigations and discussions by Entergy, the NRC, elected ofcials and the public beyond the October V*, 2007, intervener deadline.
On August 2 4 tb, Entergy missed its third deadline for the operational certification of the new emergency notification siren system. Then, on August 26"t, the NRC resident inspector found agiard sleeping while on duty at the facility. Lastly, on September 4h", the NRC announced it was considering action against Entergy for not properly keeping track of uranium 235 stored within the spent fuel pool.
These recant missteps and violations are in addition Lo the ongoing leak of tritium and strontium; a split fuel pin detection; an unusual event due to a transformer fire; and four unplanned shutdowns since the beginning of the year.
Each of these events alone deserves additional time for public scrutiny and, coupled together with the recent deficiencies and violations, raises significant public concern for the operational safety of the Indian Point facility.
Earlier this year the NRC granted Entergy an extension for compliance with the Energy Policy Act of 2005. Surely those living and working around the plant deserve an extension of the intervener deadline to ensure that their voices are heard. Renewing the licenses for this facility would have a signi-ficant impact on the surrounding communities for generations to come. As such there must be sufficient time for those affected to properly study and voice their concerns About these issues.
