Dear Ms. Thomson:

We appreciate the time that you and other FEMA associates spent with us on September 13, 2007, to discuss your letter of September 12, 2007, with members of the NRC staff. It is the NRC's understanding that the interferences with the existing siren system, discussed on page five of the analysis attached to the letter, do not degrade the effectiveness of the existing siren system to such a degree that FEMA no longer has reasonable assurance that the existing siren system protects the public health and safety. We would appreciate your confirmation via correspondence of our understanding or, in the event we have misunderstood FEMAs view, a correct statement of your position.
