Proposed Technical Specification Amendment for Level 1 position for the University of Missouri - Rolla Reactor Facility, LicenseR-79, Docket 50-123.

Mr. Marvin Mendonca:

The University of Missouri - Rolla Reactor (UMRR) Facility is submitting a proposed amendment to the UMRR Technical Specifications 6.1.2, 6.2, and 6.6.2(3)(c) regarding the Level 1 position.

Presently Level 1 is listed as the Dean of the School of Mines and Metallurgy. The University of Missouri - Rolla has made changes to upper administration on our campus and has eliminated the schools and associated deans. UMRR is requesting the Chair of Mining and Nuclear Engineering be the Level 1 position.

The proposed amendment to the Technical Specifications involves reassigning the Level 1 position, Dean of School of Mines and Metallurgy, to Chair of Mining and Nuclear Engineering. The UMR Radiation Safety Committee has reviewed and approved the proposed amendment as required by Technical Specification 6.2.3 (3) "Review Function". The following are the Technical Specifications requested to be amended:

Technical Specification 6.1.2 Responsibility The first paragraph of Technical Specification 6.1.2 is the following:

The Dean of the School of Mines and Metallurgy is the individual responsible for the reactor facility's licenses (Level 1).

The proposed modification would change the first paragraph on Technical Specification 6.1.2 to the following:

The Chair of Mining and Nuclear Engineering is the individual responsible for the reactor facility's Rev.

licenses (Level 1).

Figure 6-1 lists the Dean of School of Mines (Level 1) in the channels of responsibility.

Proposed modification:

Figure 6-1 will list "Chair Mining and Nuclear (Level 1)" in place of "Dean School of Mines (Level Rev.

1). Figure 6-1 with this modification is enclosed at the end of this letter.

Technical Specification 6.2 Review and Audit There shall be a committee that reviews and audits reactor operations to ensure that the facility is operated in a manner consistent with public safety and within the terms of the facility license. The Committee shall be referred to as the Radiation Safety Committee and shall report to the Chancellor of the campus and advise the Dean of the School of Mines and Metallurgy, and the Reactor Director on those areas of responsibility specified below.

Proposed modification:

UMRR requests the Nuclear Regulatory Commission to review and approve the proposed modifications to Technical Specifications 6.1.2, 6.2.2, and 6.6.2(3)(c). These modifications are replacing the Level 1 position that was held by the Dean of Mines and Metallurgy with the Chair of Mining and Nuclear Engineering.
