KEWAUNEE POWER STATION - NRC RECEIPT OF DOMINION ENERGY KEWAUNEE RESPONSE TO GENERIC LETTER 2006-03, POTENTIALLY NONCONFORMING HEMYC AND MT FIRE BARRIER CONFIGURATIONS (TAC NO. MD1591)

Dear Mr. Christian:

The Nuclear Regulatory Commission (NRC) acknowledges the receipt of your responses dated June 8, 2006, and May 31, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML061590505 and ML071520515) to NRC Generic Letter 2006-03, Potentially Nonconforming Hemyc and MT Fire Barrier Configurations (ADAMS Accession No. ML053620142). Under oath or affirmation, you have stated that Kewaunee Power Station (KPS) does not rely on either the Hemyc or MT fire barrier system.

You have also submitted documentation under oath or affirmation that other 3-hour fire barriers that separate redundant safe shutdown trains located within the same fire area have been qualified per applicable fire exposure (American Society for Testing and Materials (ASTM)

Standard ASTM E-119) and hose stream tests at the time of installation. To address construction deviations from configurations identified at KPS, you have committed to perform an engineering evaluation in accordance with the guidance contained in NRC Generic Letter 86-10, Implementation of Fire Protection Requirements, dated April 24, 1986, to formally document the acceptability of the pull box configuration wrapped with 3M Interam E-50A mat at KPS.

Based on your responses, the information supporting your conclusion for stating that these other fire barriers are acceptable 3-hour rated fire barrier systems should be maintained on site and is subject to inspection during the normal NRC inspection process.
