Pursuant to 10 CFR 26.7 1(d), "Recordkeeping Requirements," FirstEnergy Nuclear Operating Company (FENOC) submits the semiannual Fitness-For-Duty (FFD) report for the period of January through June 2007 for the Davis-Besse Nuclear Power Station, Unit I (DBNPS). provides FENOC's DBNPS FFD Program Performance Data. Attachment 2 provides a summary of management actions taken by FENOC based on positive FFD testing results and presumptive positives, and a list of FFD event reports submitted by FENOC.

Docket Number 50-346 License Number NPF-3 Serial Number 3358 Page 1 of 2 Fitness For Duty Report Performance Data and Summary of Management Actions From January 1, 2007, through June 30, 2007, the Davis Besse Nuclear Power Station (DBNPS)
Fitness for Duty (FFD) records indicate the following results:
Licensee Employees For Licensee Employees, three individuals were confirmed positive for a single substance. All individuals were denied access to the facility.
Random Category:
In the random category, two (2) licensee employees tested positive for illegal drugs or alcohol during this reporting period. Both of the licensee employees held unescorted access and were subjected to random drug and alcohol testing. This testing resulted in two (2) confirmed positive alcohol tests. The second licensee employee was a positive alcohol test due to a Blood Alcohol Concentration (BAC) of 0.039 while in a work status for one or more hours, which is defined as a positive test per Nuclear Operating Procedure NOP-LP-1002, "Fitness for Duty Program."
Both licensee employees were denied unescorted access to the Protected Area. Pursuant to NOP-LP-1002 requirements, the individuals were informed of his/her right to appeal and of the procedural requirements in order to re-establish unescorted access to the Protected Area. As of the end of this reporting period, both licensee employees were working through the drug and alcohol assessment process and suitability had not yet been re-established.
For-Cause:
One (1) licensee employee, who held unescorted access, was subjected to for-cause testing due to observed behavior, which resulted in a confirmed positive alcohol level. The licensee employee was denied unescorted access to the Protected Area. Pursuant to NOP-LP-1002 requirements, the individual was informed of his/her right to appeal and of the procedural requirements in order to re-establish unescorted access to the Protected Area. As of the end of this reporting period, this licensee employee was working through the drug and alcohol assessment process and suit-ability had not yet been re-established.
Note: FENOC does not perform onsite initial drug screening tests; therefore, there are no unconfirmed positive results on which to base management actions.

Pre-Access Category:
In the pre-access category for short-term contractors, two (2) contractor individuals, who did not hold unescorted access, were subjected to pre-access testing during in-processing, which resulted in one confirmed positive for alcohol and the other individual was confirmed positive for mari-juana. Both contractor individuals were denied unescorted access to the Protected Area. Pursu-ant to NOP-LP-1002 requirements, the individuals were informed of his/her right to appeal and of the procedural requirements in order to re-establish unescorted access to the Protected Area.
To date, the contractor employees have not exercised their right to appeal.
List of Events Reported No Fitness-For-Duty events were reported under the provisions of 10 CFR 26.73 by the DBNPS during this reporting period (January - June 2007).
